Ugh, I just learned that this had the cleaner, text-splicing template until the Scars of Mirrodin update. If we can declare that ": Pay THIS to do THAT" should always be interpreted as "Pay THIS: Do THAT", why can't we declare that the intent of these old cards was to splice the ability onto the enchanted permanent?

The card would be better and more thematic if the card also had "When Veteran's Voice is put into a graveyard from the battlefield, you may return Veteran's Voice to play enchanting a target creature you control that does not have summoning sickness."
That way, the card could be given to any veteran (as in a creature that had been in play). Alternatively, there could be text allowing you to cast the card from your graveyard with flash when a creature you control attacks or blocks.

@Galectrode: If you're running stupid combos like that instead of killing your opponent long before you have 7 land in red, you're doing something wrong.
