the effect is a quite unusual one for green...on the other side, it seems to be normal that twisters are capable to destroy permanents in magic.
unfortunately it's very costy...
i could imagine a planeshifted "reprint" of this card in black, though.

It's ok but I doubt you want to use it's ability more than twice because of the huge life loss.

It's green creature destruction that doesn't just apply to fliers. And it can hit multiples... Now, if this didn't have such a large cost combination, it'd be quite playable. But in order to destroy just one creature, you need to pay {6}{G}{G}. To destroy two, you pay that plus {2}{G}{G} and 3 life... So really it's only usable if you've got a lot of mana to spare and nothing better to do. I'd use Desert Twister if I really needed Green destruction, to tell the truth.

You will not regret putting this in an EDH deck with Omnath or Rofellos where you've got lots of life and mana.

You just need to get some way to get those counters of it.

It's pretty expansive, and the life loss makes it unlikely you'd want to use it more than thrice unless you can manipulate those counters, but it's REPEATABLE VINDICATE IN GREEN.

Age counters and velocity counters and flying lions, oh my!

But hey, Hex Parasite...

Flavorful., but completely unplayable as it is! 5 mana to cast, 3 mana and a lot of life to activate, plus cumulative upkeep... definetly too much!
I don't dislike the artwork...

I'm just going to point out that this is "once per turn". People have noticed that but not realised that you can use it on each of your opponents' turns also.

If you have the mana, you can activate this at least three times before you have to pay upkeep or life, and once more for each other player. That's not going anywhere for tournament play, but for casual or EDH play I think this might be an underused gem.

Vampire Hexmage empties all of the counters on this if it gets out of control. Kinda nice.

Wow, 2 types of counters on the same card- something they would NEVER do nowadays!

Green permanent destruction: another thing they would never do again, lol.

Apparently wind can just destroy everything, according to this and Desert Twister. Makes sense for creatures, artifacts, lands, even planeswalkers if you catch them off-guard I guess. But enchantments?
