You know, I don't think this card deserves cumulative upkeep. paying {2} every time isn't all that powerful, especially considering the original cost.

Question: If I had this in play, then used Mindslaver, taking control of an opponents turn, could I then cast a red spell and have that opponent pay 2 life multiple times to put multiple counters on the stack for the 1 red spell I cast? I'm pretty sure I do need to give this card card a target, but I don't know about being able to force them to use it multiple times to counter one spell before the first paying of 2 life counters it.

No. Even when you control your opponent you pay their upkeep & spell costs from their resources and your own from your resources.
