He's a colorless 1/1 regenerator from ALLIANCES. Cut him some slack. 'Sides, at least the art is cool.

A 1/1 for 1 that regenerates for 1? That's very efficient, even by today's standards.
So an opponent gets to draw a card... That's usually, but not always, a downside. Making an opponent draw an unlimited number of mana for only one mana a piece is a great bargain; that can be a great asset in a mill deck or damage-per-draw deck.

Hilarious art.
HUUHHH YUHHHHHHHHH, *shock*, *die*.
It's cool, you can draw a card while I regenerate.
Schweeet.
Oh yah, and the person getting shocked is pretty silly too.

Put Plagiarize on stick and start attacking with these.

You can't mill people with it because it says target opponent "may" draw a card. He doesn't have to so it doesn't really combo with anything. Even with Plagiarize the opponent just chooses not to draw so you don't get to steal that draw.
The only thing I can think of that this is good for is politics in a multi player format. It works well in group hug EDH decks...

Guys, this is actually a good card. Colorless Drudge Skeletons for , And while that looks like a downside, it can be pretty easily utilized by the Johnny in you(Drawing extra cards can be a major downside against many decks). I can imagine Mill having a field day with an unkillable blocker that lets your opponent mill themselves faster. Sure, it's a downside, technically, since your opponent gets the choice, but it's pretty easy to minimize the downside in the right deck, by making drawing undesirable.

In a Sliver deck he is.
Bah, this is a gross card. Just play Drudge Skeletons or Rimebound Dead. Move along, folks...

It's not forced draw mind, but it will make people make a very difficult choice - after all, who doesn't want to draw a card, really?
