Actually, Merfolk Looter is not strictly better. With this you can force an opponent to discard a card or mill themselves for 1.

Test-Subject, it's not mill. It doesn't trigger Narcomoeba or Gaea's blessing. It does trigger Megrim and Underworld Dreams. It ain't mill, it's LOOTING.

For one, it works well with consecrated sphinx. In a mill deck this can get around people playing blue sun's zenith for 0 on their upkeep to keep them from losing the game via EOT activate, untap activate, and in multi-player simply by helping an opponent it can keep you alive for longer then you should be. Also, unlike merfolk looter, it doesn't get completely hosed by Chains of Mephistopheles. In some formats the extra 1 mana for the extra point of power and utility is well worth it.
