Isn't a blue/white perfect land because you can't use it in the first turn. It would be awesome if it has "Tap to add 1 to your mana pool".

I wouldn't call it austere
but these lands are great with Mana Reflection

I prefer Azorius Chancery over this, it is easier to obtain and the bouncing of a land can be useful sometimes. If anything, Azorius Signet should suffice over this.
