One of those cards which has gotten better over the years as ways to abuse or negate its drawback have been introduced. I'd like to try it out in Life From the Loam at some point.

in a landfall deck, sure.
any other deck, no.

Crop rotation > this. Always liked sacing a basic to pull out cradle or academy.

Certainly not the worst thing in Homelands. It's also technically mana accelerant in Crucible of World's decks, cause you can pull the other land up later.

I'd prefer Harrow personally, although the fact it replaces itself is nice.

Sacrifice a tapped land for an untapped basic land of any color AND a card draw?

Fantastic. Landfall enabler, threshold enabler, library shuffler, deck thinner, mana fixer... Card of many uses, wish it was either an instant or cost one less. Possibly better than Crop Rotation in many decks that aren't looking for non-basic lands (Planar Birth?), would just like to draw the extra card (all green decks?) and have a three-drop more open than a one-drop.

Ah, Homelands, where green couldn't even mana ramp correctly.

A nice effect, but at 3 mana, and at sorcery speed, I'm willing to pass.
Even a combo with Flagstones of Trokair is pretty underwhelming. As a one mana instant this would be pretty solid.
