If WotC couldn't think of a new class type to give him, perhaps they shouldn't have removed 'Constable' from him. Saprazzan Bailiff could get the type as well, and there are probably more creatures that could justifiably be constables.

Behold Homelands, where even green creatures were not that scary.
The wording is kind of funny, because he will be a 2/2 for 3 if he is the only green guy out. Still 2.5/5, rather weak card but at least it can block some things.

At the time, you only needed one other creature for him to be decent (2/3 for 3 mana was standard then.) That's not so bad. But the problem is that high toughness, unlike high power, doesn't win you the game, so the fact that he could get very high toughness late game in the right deck didn't matter.
If he had 3 power he'd be decent, though, which is closer than most Homelands cards come to being good.
