The only thing really bad about this card is its CMC and Legend status. Make it a {UU} named Wizard Savant and it'd be pretty decent. As stated, giving it Freed from the real or even Crab Umbra gives blue Shock on a stick.

I think that this is just spot on, if we think that blue wizards should be able to ping at all. Ping for 2 is very powerfull and there are ways to make him do it every turn.
Think of Instill Energy, gives you two pings on first turn and then one ping on every turn. If you skip turn you get two pings on the next turn. Is that good or is that good? Underrated if there ever was one.

It's a pinger that can kill itself. I've always enjoyed that, even if there's not much use for it. I'm a little concerned by its low toughness, as a 4cmc cheap-kill-spell-magnet seems costly. Find a way to help it survive/untap, and it would be a great way to keep control of the field. Lets you save your counterspells for the bigger, unpingable creatures.

@tavaritz, Actually, instill energydoesn't give haste :( It only lets the creature attack as though it had haste. It is a good way of untapping it, but unfortunately it doesn't let creatures activate their abilities the turn they come out :(
