This is a deluxe version of Consume Spirit because it doesn't care about the type of mana you're using for . When it was printed, there was no Consume Spirit and the fact that it gave you more life than the toughness of the killed creature (or player) was an added worthwhile difference to Drain Life.

I love B/W cards a lot, which is why I was angry when they printed Exsanguinate. Luckily this baby can still take out creatures and exsanguinate can't!
