Change it to +1/+1 counters and it would be close to playable. After all, costs only 2 mana and you'd be able to distribute four +1/+1 counters at instant speed (if you can tap enough blue creatures).

Flavor run amok.
"Okay, so there's this coral reef, see? And you can go make some of the coral into armor in the form of +0/+1 counters for your dudes... but you have to go tap a creature to go get them for you. Oh, and it's gotta be blue, otherwise how is it going to swim down and get it? And uh, I guess if you overfish the reef you'll run out of coral, so stick some not-charge counters on there because charge counters don't exist yet. And shit man, what if you could like, grow more by tending it! By uh... sacrificing an Island, I guess. Gotta water the plants, that's how coral works, right?"

Not the most useless card in the world. Against burn, can make your creatures immune if you leave islands untapped. Dont worry about sacrificing islands though, but its still an option.
Kind of a weird card, but if the only removal they have is red, could have its uses.

This is just atrociously bad. Forget the casting cost or activation. Let's make the card vastly better and say that it's a 0 casting cost sorcery that, for the rest of the game, allows you to sacrifice an island to put 2 +0/+1 counters on any creature(s) in play. Is this good? No, it's not. An island is worth way more to blue decks than 2 +0/+1 counters.
Consider the effect in reverse... put 2 -0/-1 counters on creature(s) you control to put an island from your graveyard into play. That would actually be a better card than this.
