Why doesn't Urza get a planeswalker card? I'll bet it's because they can't think of any way to make it powerful enough without being broken.

Actually, Kokosho, it's because Urza is dead. He's been dead a while now too. He died to defeat Yawgmoth, his arch-nemesis, creator and god of the plane of Phyrexia.

He died long before the nature of the Planeswalker spark was changed in Time Spiral, giving us the Planeswalkers as we know them today. Before Time Spiral, Planeswalkers were more akin to demi-gods than to just powerful mages with the ability to walk across planes of reality.
