Could work very well in a dredge deck. Especially now that all those Skaabs are running about.

Manaless Dredge is pretty stupid, Dredge with Mana is still pretty stupid.
PDS: Graveborn + DD: Golgari gets you a scary large number of the cards in one of the most powerful strategies Tournament Magic will ever know. You want to Power Game? Buy 2 Graveborn Decks, 2 Golgari Decks, and ebay a Jace, the Mind Sculptor. 1 Jace + the cards from these decks gets really really filthy and is probably not remotely fit for even the most liberal definition of 'Casual'- though it's still not quite not enough to break into 'real' Pro Magic, it should be enough to play Legacy FNM, if such a thing exists in your area.

I've read about counterburn decks that ran out of gas, and ended up decking their opponent with 4 of these. Wizards doesn't print effects like this often anymore.

This card IS dredge. The reason it was selected to be reprinted in FtV:R is because of its widespread use in the dredge archetype that attempts to mill itself out and then flash back Dread Return on something huge that wins the game immediately. It sees regular legacy play and even vintage play--it's pretty much a one-use, non-restricted Bazaar of Baghdad, and the Bazaar is easily one of the most powerful lands in the game, which means this card ranks right up there, too.

Combine with plagiarize. You draw 4 cards, they discard 3 and skip their draw.
