I disagree with you. Portent can target an opponent and rearrange his next pick. Portent on your side may allow you to shuffle your library if you don't want to pick the forthcoming card. Portent is cheapest and doesn't demand black mana.

I'd rather play Lim-Dûl's Vault in the event that I don't like the cards I see. I'd rather play Forbidden Alchemy if I want one card from the group and none of the rest. If you have Sensei's Divining Top, then no matter what you play, the extra draw is irrelevant.
