First, sorry for my english. I have a mono black discard deck. In the deck have 3 Noetic Scales but I have a question.
If the opponent have only 1 card in your hand but Noetic Scales return to him hand 3 permanents, my opponent only discard these card or the first 2 card's returned from the game for the Noetic Scales too?

The permanents are returned to the player's hand at the same time and before the discard effect happens. The player will return the 3 permanents, then discard 3 cards of his or her choice.

Well, think about it. Creating a permanent is casting a spell. Bouncing it is getting it shoved back into your mind. Discarding when that happens means that this new burst forces something out of your mind to make room. In this case, Yawgmoth has used this effect to warp Urza's mind, forcing Urza to discard his hatred, making room for reverence.

Maybe. :D
