Since he's shooting blue out of his left hand, and he's blue/white, I'd have to say he's shooting white-ness out of his right hand. -_-
Still, a nice sideboard card, but totally useless main deck without some way of looking through opponent's deck (which thankfully blue can do).

This card blows ass unless you can protect it somehow. It was an outstanding card before this, no question about it.

limbrooke, that wasn't a rules change. It was a clarification because even though essentially every card in the game only has an effect while it's in play unless it says otherwise, Wizards -rightly, it seems- thought that some people wouldn't be able to figure that out. On top of that, every card sucks if it dies. Get over it.
