For a common card, this is quite powerful in multi-color decks. Plus I like the art. The reason for my 4/5 rating is because I would have preferred colorless mana to to be affective against colorless sources.

Should be rated higher. Story Circle doesn't really work against multicolor decks. But this is an easy to find common that provides a good lockdown with Birds of Paradise, Quirion Elves, Fertile Ground, Prismatic Omen, or any of the other hundreds of cards that let you produce multicolor mana.

If paired with green, you'll have many ways to pay the activation cost like Achilleselbow metioned. Some others (albeit less efficient) include Nomadic Elf, Pulse of Llanowar and mana cylix. However, pair this up with Jade Monolith and now it pretty much extends to your creatures as well. Creatures with lifelink offer great synergy to that effect, providing you with life to pay the other half of the activation cost.

This doesn't combo at all with Celestial Dawn. That card allows white mana to be spent on coloured costs. It doesn't make the mana not white. You couldn't use it on Consume Spirit, for example.
