C'mon, the ability isn't bad for a one drop. Sure, Dega Disciple probably beats it... but this has a more useful creature type for its color and can get into the same crazy U/R Merfolk tribal deck as Razorfin Hunter, Swim Tim, etc.

Very strange how you don't get to use the mana-fixing ability unless you already have access to both green ~and~ blue mana.. However, the red ability is rather powerful! :)

One of very few pauper EDH generals (sergeants) in its colors, this can command a decent tempo deck full of infect creatures and ping effects.
