Hm. Since then there was Onslaught, Lorwyn, and Alara that this type of effect has shown up in. More than I would have thought.

I think this card is really good. I would only use him in my G/R/B deck or G/R deck though.

Would a black and green spell cost 2 less to play with this ability?

That's a great question, and the answer is: No, it wouldn't. You see, this is one static ability that is checked when you cast a spell.
I) You're casting a spell. Is it black or green?
A>Yes.
1>Then it costs 1 less to play.
B>No.
1>Then you have to pay full cost.

If it's carefully worded into two abilities, like Grand Arbiter Augustin IV, then it costs 2 less to play, as two different static abilities are checked.
