Perhaps flying through a few storms might toughen it up a little?

But really, this card reminds me of the days when White was sub-optimal at some things. What a strange time!

I can't help but think that this is a scene from Final Fantasy VI and that is Figaro Castle. Regardless, they should have been training Suntail Hawks instead of 'Royal' Falcons.
