I really want to like these guys- they're pretty cool, and having a Hypnotic Specter lite ability at 2 CMC is pretty nice.
R&D really did a good job on these little guys, as underappreciated as they are.

Bounce + Discard is good if you are playing a more tactical than strategic game. If you expect the game to go long, think C.A. If you are trying to race with a low-end midrange deck, though, then the synergy of bounce and discard is the same thing as Strip Mining a Ravnica Karoo land- tempo, tempo, tempo.
Assume Blue-Black zombies vs. Red-Green goblins and elves
1. you play a land and a creature (some zombie), he plays a land and a creature (some elf)
2. you play island and bounce his creature then attack, he replays his creature and a land.
3. you play another island, bounce, and duress that same creature again and attack, he plays a land.
4. you play another creature, and now get 2 attacks a turn. he still has nothing up but lands.
It's not something to use every day, because spending 3 cards to beat one is technically resource disadvantage (both cards and mana), but if you can lay on heavy disruption early, you can put him far behind.
And the REASON you would do this instead of just plain kill it is that bounce and discard both come at one-mana, but killing nearly always takes 2. we will not speak of Dismember. that didn't happen.
bounce and discard on 1 mana, creatures on 1,2, and 3 mana (doesn't matter if they're weak), and countering, killing and drawing on 2 and 3 mana = a more than decent deck

I want to like these guys too...and I suppose as an attacker in a burn deck...can't complain too much. Very average though.

These guys wrecked an opposing deck for me the other day. Not having removal against them in a deck that blasts a path for them to get through is very painful for the opponent. The nice thing is that they drop early so you can get max use out of them before the opponent has no hand. Also: I had an Assault Strobe. So on the first attack they got to deal four damage and discard two cards.
