Wow. A very "build around me" card, but imagine its power if you did! I wouldn't use this as a win condition, but would do wonders in an unearth/mill yourself deck

Seems you could get a lot of use out of him in Dredge decks, especially since Golgari likes to sacrifice and mill itself. Grave-Shell Scarab effectively has Dredge 3 with this guy on the field.

Momentary Blink and Isochron Scepter keep this demon around after he's been unearthed or can be used to mill your opponent as long as the demon and another creature is in play. The Blink satisfies the exile part of Extractor Demon leaving the battlefield, bringing him back in the game with a clean slate. Blink also allows a creature to leave the battlefield only to return minus any counters, auras and targeted effects; plus your opponent is two cards lighter in their library.
