So if the opponent doesn't have untapped lands and has instants in hand (which is highly unlikely by turn eight) then its a 4/4 unblockable . . . that costs seven mana. Was this created as a joke or something?

I agree with SavageBrain, im mean what the heck is wrong with that card? A plain 4/4 unblockable creature would still be rather awful with a converted mana cost of seven, but on top of it it's even triple-blue costed, plus it has a drawback that lets the opponent even block the card if he wants to afford the mana! I have no idea why this was made a rare card, wouldn't have been ground-braking as uncommon in draft either.
Just pay more and get Tidal Kraken, which is 50% stronger and can't be screwed when attacking. Or if you're looking for a more playable unblockable 4/4 body, use Ghastlord of Fugue instead.

Serpents suck. It's the norm.

Many travelers have wandered into a fog only to pay and emerge unharmed.

Totally unplayable at SEVEN mana with a so strong blue requirement. Assuming they wanted or needed to make it playable only in blue, they could cost it or to leave it at 5 mana; or for 6 mana. At 7 it is really overcosted.
