In most cases, Propaganda would be more effective. I suppose this can get rid of blockers, but you're not likely to be playing aggro in blue.

The only thing it has over Flood is that it can affect creatures with flying. Other than that it's absolutely worse.
I have never seen this card come through when it counts. Any opponent with half a brain will just leave enough mana untapped to ensure they can win the inevitable mana battle. A minor annoyance at best.
At least it makes sense from a flavor standpoint: Just keep those blue drops coming until the creature can't keep up and is tapped.
