these cards are quite deadly in the right deck. like all good cards, there are still ways around it. (won't hold very well against blue mill, for example.)
In general, it's quite a good card, especially against blue. Typical blue cannot destroy artifacts (unless they were to counter it, though they probably wouldn't bother countering this.) Thus, this can consistently block AT LEAST 1 massive blue creature hit a turn. Considering most blue decks play off one or two creatures, this will go a long ways.

There were some big blue critters around in those days but I wouldn't be surprised if this was one of the less common circles of protection.
