Not much to say about this creature. for a bounce and a 3/1? Unspectacular.

I wouldn't say it's terrible though. You have the option to play it unkicked. Compare it to Riftwing Cloudskate, or Ogre Savant. A little better and a little worse than both; Savant has one more toughness but only bounces creatures, and only comes down for 5. Cloudskate has flying and suspend, but only attacks for 2. Man-o-war is still considered aggressively costed today, considering that they print a functional downgrade of it in recent core sets. It also only returns creatures but being 2 mana cheaper is a big deal in terms of playability.

Think of all the other black or blue creatures for 3 or 5 that make this card useless. Think about all the other types of control / discard / card advantage that black/blue have for cheap.

Look, Man-o-war is {2} for a 2/2 with Unsummon. This is just {1}{B} for a 3/1 with Regress, and the option to not kick. It's not terrible.
