I find the distinct lack of the word "target" in the reminder text of this card extremely... disturbing.
We need a ruling here!

As can be explained by looking at this(http://www.wizards.com/Magic/Magazine/Article.aspx?x=mtg/daily/eventcoverage/gpchi09/blog2#5), you will note that the circles of protection have the wording "choose", or "choice". This means that the player decides the recipient of the effect. It is not targeted, so permanents that have shroud or some variant thereof can be affected by them. "target" is not required in a card such as contagion clasp.

Pretty good. It provides a means of adding counters, you affect any number at the same time, and the -1/-1 counter is useful anyway.

Uhm, loyalty counters, anyone? Being able to drop Jace and use his last ability on the same turn is now physically possible, provided you have the mana and ability to untap a proliferating card.

What if they bring back modular? They aren't it was all kinds of broken.
Having to pay the 4 mana to proliferate is what makes this thing balanced, I think.

This is one of best thing's the Tezz deck could get hands on. Simply throw this and Everflowing Chalice. Have Chalice tap for mana and than use Clasp ability to charge Chalice. Gets ridiculous if also Tezz is on the board. Simply do whats writen above THEN use Tezz +1 ability to untap and repeat. Congratulations you Tezz got +3 loyalyty on one turn....Not counting Pentavus and other stuff.
Still....big bro Engine just do better.

Proliferate goes well with Helix Pinnicle, since it doesn't have to be targeted to add counters.
(On the other hand, you could just use its own ability to add counters for less mana.)

With Contagion Engine in play at the same time, they read Proliferate, then proliferate again, then proliferate again.
