Well, this is unique.

I really don't like this card. Most of the time, it doesn't do anything except give someone an extra turn and skip some other persons turn.

This doesn't seem like a good idea. The person who encounters it gets no benefit, but the person before them gets two turns in a row (almost). The person who would have been next has to wait a whole rotation. Most casual players tend to frown on Time Warp effects, as they can get pretty degenerate in a hurry. This is why they printed Stranglehold.

Kinda funny when the person next to you is about to kill everyone next turn, the this comes along and gives everyone else another chance to prepare and drag the game out even longer

This is just one of those card designs that sounds a lot more fun than it actually is. As mentioned, usually someone gets ripped off a turn.
