Even without the potential to gain goblin tokens this would be a powerful effect, the fact that you can get free 1/1 tokens, each of which can give a creature coming into play +5/+5, easily makes this a 5/5.

Devour 5 doesn't look that impressive until you see it in action. In a deck that has plenty of stuff to devour and is in the right colors, this is pretty amazing. There is some tension between wanting the tokens and wanting to stay on the plane, but at least there's no downside to rolling for players who want to leave.
