It's steady life loss. In blue.
I could see it being used in a quasi-stasis-esque deck.

I know that it hits artifacts, but this is still a bit pricier than I care for this sort of effect.

Especially in a block with so many sacrifice outlets.

Would've been playable if those Blues were Phyrexians. Alas.

I've always liked the concept of these kind of cards. Although they are always too expensive to really make real use in competitive or even casual play. Now if this said something like "Enchanted permanent's control may pay 2 life to untap this permanent" Now we are talking business! It always seems that the best cards with similar effects to this are the one with a wicked painful drawback to them to let that permanent untap. Such as Immobilizing Ink or Sinking Feeling.

Hold on, this'll pinch a little.

Its not bad, really. It deals steady damage over time, making the opponent suddenly have his own card. Especially fun on those pesky indistructibles.

Switch color with Forced Worship and add white {P} to the cost.

What would have made this a whole lot better would be if it said "Enchanted permanent deals 1 damage to its controller." Then it would be really useful when played in an infect deck against other infect decks, which is exactly what New Phyrexia limited is about. Instead it's just really costly and lame.

Part of me says I'd rather run Enslave.
The other part of me is giggling with manical glee.

This is pretty bad. This effect normally costs between 2 and 3.
5 mana is normally (on the high end no less of) where blue *gains control* of usually *any permanent.*

Were I to guess, this was a much much better card before development got to it. Something more like "Gain control" and "it's owner" instead of controller. Or "enchant permanent" and less mana, or.. something.

The other thing I dislike is that the 1 life loss per turn starts, at best, on T5; meaning most games it'll get only a couple of damage in before the game is over. I realize this is red thinking in blue, but I'd much rather have even Psychic Venom than this.
