Not every card can be a bomb, and some cards need to be bellow the curve or there wouldn't be a curve. In a draft this could be a very late-pick and its not completly useless. You can make anything look good with equipment.

Static vigilance is nice, but this guy came out in a set with Necrotic Ooze. I think they are just trying to find ways to coax players into Ooze decks.
And if you draft a bunch of equips this guy is a great pick.

I have a soft spot for actually appropriately costed artifact creatures. 2/4 for isn't half bad, that's a fairly solid body, and while I doubt I'd give it vigilance every turn, it's nice that the option is there.
