imagine this with fiery temper! it would be: "2RR: 5 damage divided as you choose among any number of target creatures and/or players, but at least 3 to one of the targets."

A reasonable comment by DaaNz? Surprise, surprise!

Arc Mage is O.K., that is based specifically on the fact that he can spread his damage among two targets.

Not really, he's damn expensive.

There are better spellshapers. Give me Jaya Ballard or Kris Mage anytime over him. With Kris mage, you can do almost the same, one less dmg, {2} mana cheaper. In second turn.
Jaya, while the same cost, can unleash incinerate together with Fiery temper. That's usually more valuable. Plus, who cares she's a legend - she can turn her second self into another incinerate, if you're feeling lucky.

Discarding can be taken as advantage . . but I think the cost is simply too high.
There aren't many red cards with good flashback or madness ability.
Also, three mana cost also prevents those abilities from activating too.

You will find no better card than this to fulfill the role of Gambit in your X-men themed deck.

in general, there are better options for red. However, late game, this card has some extreme potential. Can be used give a use to excess mana draws, early game cards drawn late game, graveyard strategies, etc. No, you aren't going to consistently cast his abilities in the vast majority of games, but the few times you do use, it will likely make a big difference in the final outcome of the game.
