One of the better Spikes. In response to lethal damage or any kind of removal (save split second), you can just remove the counters at no cost to gain a chunk of life. Moving the counters around as a combat trick ain't bad either, and if you got something like Forgotten Ancient in play, then this guy gets out of hand quickly.

Strictly worse? You do realize two cards have their differences? Spike can pump up other creatures and Finks can't. You can put more +1/+1 counters on Spike to prolong its healing power. The advantage Finks has over Spike is that it has more attack power (3) and has less mana restriction.
