I dunno, I think this is sort of useful in the right deck. choice between destroy an enchantment or exile an attacking creature. (the third effect is just stupid)

I like the cards that give you options, but cards like Ebony Charm and the other one drops give you good options for only one mana.

Yes, the blue ability sux, but being able to handle both creatures or enchantments in 1 card is very good, extremely underrated card.

I really like the first two abilities in EDH/Commander but that blue option is so terrible. Would of been EPIC if the blue part read "counter target sorcery spell". It would have became the exact opposite of the Bant Charm.

I don't get the hate this card receives. It removes a dangerous enchantment, gets rid of their most dangerous attacker (especially good in Commander, where "tucking" removal spells are the best), or, in an emergency, cycles.
