Good flavourwise, if you understand card drawing to be knowledge-gaining. I'd like it better if I could look at everyone's hands and libraries (I get to pretend I'm Memnarch!), but that might be too crazy even for Planechase.

for some reason my playgroup always gets stuck on panopticon. not because we don't want to leave, it's just, we can never seem to roll 'planeswalk' when we get here.

This is really scary to play with. I discarded most of my library once. (we were playing by different planes rules; it was harder to planeswalk).

For something whose name implies "all-seeing", it doesn't let you see much. I feel that a better application for this plane would've been something like...
"All players play with their hands and top card of their libraries revealed." "Chaos: Scry 5."
That being said, this one is straightforward and simple. I like it.
