I dont really understand why this is rated so slow. The CMC is Intentionally that high so as to increase the likeliness of the ability actually being playable. If you could play this on round 4, the exiled card on round 5 would have to cost 2 or less, unless you boosted your mana earlier in the game.
Even without the ability, this is a 4/3 flying....
