Some sort of reverse Propaganda / Ghostly Prison.
Yet it has the notable disadvantage that you have to spend a notable amount of mana each turn in order to make any use of this enchantment.
Of course this makes it possible for you to raise your opponent's cost for each creature above 2, but you'll rarely want to pay even more than 2Red each turn for that, especially in a mono-red deck.

The opposite of War Tax.
For this effect you just want to use Bedlam (unless you WANT your opponent to be able to choose to pay?)

The flavor text is to differentiate itself from Goblin War Drum, and they work well together. Imagine your opponent having to pay {4} (The usual amount I sac to it) and having to use two or more creatures just to block your 1/1 Goblin Token. I think we could call that a win.
@kryptnyt Bedlam is more expensive and less splashable. And giving your opponent the option of paying gets rid of their mana pool for that turn fairly quickly.

The other reason you might play this over Bedlam is if you ever decide that you want to block. Bedlam is really good for RDW types of decks, just drop it right before you alpha strike. This card is better for a long term control type of deck.
