Two mana for a 2/2 with no abilities is standard so it isn't unplayable, but the rest of the card is somewhat boring and the artwork is kind of bland.

The artwork is bland, but he saw major tournament play for one reason, he's a rebel, and thus he is good.

Steadfast Guard was running around in the same set, so the volunteers may appear outclassed in a white rebel deck. However... keep in mind this was Masques block, where every competitive tourney deck was running a set of Rishadan Port (and likely a lone Kor Haven, too, in white decks.) The Guard, meanwhile, required double white. That means the volunteers were actually much more likely to come out on turn two if you drew them! Being able to keep your opponent mana-locked was much more useful than a vigilant 2/2, so it was a likely trade-off.
