A nice treat but +1/+1 for each level counter would have been better, even if it was more expensive.

I think it's a great way to boost your levelers and help them survive while they are still gaining experience needed to reach that new ability. A great card that I wouldn't mind running a playset of in a dedicated level-up UW deck (since those two colours seem like the best ones for levelup right now)

If it was +1/+1 for each counter i would imagine the card would be more likely to be like this
"Cards with level up counters on them get +1/+1 for each level up counter on it."
That would make it less nerfed by not allowing it to stack. But, would still work better on trancendant master.

Fantastic in the U/W levellers/auras deck I played in the prerelease. Most leveller in U/W get some effects at level one, and often, one level turn them into 4/4 or 4/5 flyers that absolutely wrecked. Great in limited.

This makes a lot of levelers very decent, anything that only takes 1 or 2 to level up gains +2, its sort of like having a marshal's anthem or glorious anthem in play, but it takes a bit more mana to use. It's only a 2 mana enchantment however, so its not that hard to get it going.
I'm still not convinced levelers are all that amazing, they aren't bad for sure.. but even with figure of destiny, it wouldn't be very good if it was reprinted in the current environment, and neither are the new levelers. They still have potential though.

The leveler creature doesn't even have to be in their next "phase" to gain the benefits of this card, all it needs is one level counter to gain the benefit. Awesome card, and I wish I pulled it more often in limited. Not to mention the flavor text is epic.

Would the +2/+2 work on Allies, such as Kazuul Warlord Kazandu Blademaster if they are under your control and have counters on them? I know it seems a silly questions but I am trying to determine if this card is meant specifically for the RotE set (meaning the identifier "level counter works ONLY for leveled creatures) or if my other allies will benefit from this being played while they have counters.
You know, because one just isn't enough to totally get you there.

@o0tweak0o: A +1/+1 counter is not the same as a level counter. Time of Heroes will only affect creatures that have level counters, as it says. If the effect extended to all creatures with counters, then it would only say "counters" (see Kulrath Knight for an example).
Now, if you use a Fate Transfer or something similar to move all level counters from a creature with level up (say, a Skywatcher Adept) to a creature without (say, Storm Crow), then whichever creature has the level counters will get the bonus-- which is not necessarily the creature with level up.

@me What was I thinking? I ment synergy with levelers. Anyway each leveler competes for the same precious mana and if you have a bunch out you're not going to get the full benefit from each of your levelers. That's what I was trying to say. They're better as cards that fill one or two slots in your deck than a main theme.
