Not even a situational card... Most abilities with a and any color mana are too expensive to be worth it from what I've played...

my original variation of my elf deck used this. needless to say the elves didn't die to damage, but neither did my opponents.

This card was the first card to have the word "stupid" in its flavour text. That should count for something.

The card sucks, although I suppose it could be useful in a Doran, the Siege Tower deck.

When FE came out, I loved the flavor of the cards, and I tried really hard to make an Elf themed deck with FE and tried to make Elven Fortress work. Tried. However, one minor overlooked aspect is that it doesn't specify that the +0/+1 has to go to creatures you control. This makes it slightly of increased value in multiplayer games -- and if you worked hard at it, a mild combo with toughness specific spells, abilities, and effects.
