It's unfortunate that this is probably the best spell that m10 has to offer control in the Pauper format, but even then I don't see it adding to Blue-centric control since it's a sorcery. Probably it will just bolster mono-black, which doesn't need any help. I'm pretty disappointed with m10 commons overall. Deckbuilders that know what they're doing probably already know that storm is getting it's best spell since Manamorphose, and it's best piece against control ever. Aggro and burn are getting Lightning Bolt. I think this card will bolster decks that rely on Crypt Rats, Corrupt, and Tendrils, and countermagic is mostly just getting the shaft.

BB alone makes this card overrated. Yes, it does have multiple uses, but you're either playing mono-black (and black should have plenty of ways to deal damage/make opponents lose life) or you're playing with hellishly expensive lands but less than perfect cards considering the lands you can afford. Good for a common, however.

This is actually even better than many people think it is. Card draw at 2 mana really smooths out your draws and lets you play fewer lands.

Ya, I use this in my underworld/spiteful vision deck. Great part is it can be targeted. With black decks, you always have to be willing to take a hit now and again. The draw 2 advantage can be useful if you don't have your pain cards out yet...try and accelerate, otherwise, time to make them draw for major pain.

With Underworld Dreams in play this is 4 damage for 2 mana. If you got Megrim too, just take their newfound cards away with Mind Rot and another 4 damage. All for 4 mana.
