Ooh, interesting. In multiplayer, this can be a very political card. If you need to use your mana, maybe you help an opponent. In exchange, they keep the card suspended. Or maybe if the card would make someone win really quickly, everyone could pitch in to stop it... Hmmmm...

No, not oblivion ring, Journey to Nowhere.

But as for the card, 3 mana is crippling. It could have a home in an EDH deck somewhere, that needs to find removal in blue.
