Its definitely not a fine card. Its ability renders it a sideboard card and even if its pro-red, its a 3/4 for five mana. Its not going to be much use slowing down aggro decks if it can't be casted until turn five.

i agree with savage, its a half decent sideboard card, but there are many better choices
to expensive by one plains, once it is on the table it can be great though.

It's an alright sideboard for decks with devotion/chroma that have specific problems with red. Flavor text is cool though, mostly because I'm imagining it being said by a couple of goblins about to be snapped up.
