I have always found the art for this card puzzling, what being does the outline represent??? It doesn't seem to be howling, it just seems to be there...

While on it's face it looks like this grants the same utility to both players, in reality it does not: unless you have an extra turn, your opponent gets a draw phase before you do, meaning they get the benefit before you. While many decks will be perfectly fine with this, it will also mean that your opponent may draw answers to your threats quickly.
It's worth noting that this can be quite synergistic with Black Vise if your opponent has a slow deck, dealing colorless damage or forcing your opponent to overcommit to their board, making them make decisions that might otherwise be inadvisable.
