You know, expensive though his ability might be, he's not all that bad. 2/2 for 3 isn't horrible, he's still a goblin for all the benefits that come with that, and if you DO happen to be facing someone who's managed to drag the game out to late-game status his ability can really finish things off.
Are the better goblin cards? Absolutely, but this guy does fill a niche. And he has great artwork.

Indeed, you'd probably want to sideboard him for a goblin EDH deck as a clincher if the game gets drawn out. Basic idea is something like this:
Early game - 2/2 for 3, it's a goblin. Goblin-based effects trigger, another Goblin on the field that contributes to Krenko, Mob Boss's effect if you run him.
Late game - its a heavy-cost lava axe you can spam if they're stalling you with defenders or something obnoxious. I mean, this is a mono-red goblin deck we're talking about playing against some sort of defender/door to nothingness/etc deck that doesn't rely on attacking with what they've got on the field. Otherwise he's eh...8 is a lot for just a spammable fireball.
