A 1/1 for 1 is usually okay, and his ability isn't terrible. Haste on demand never hurts, but it isn't all that great. Doesn't do much in an artifact deck either, unless you're using Reaper King or Scrapbasket or something.

I always found Scarecrow tribal left alot to be desired... this card is a perfect example of one of those cards that could have been so much better.
