always wanted this card to be better than it is, at least comparable to the other cards in its cycle, but blue has so many cards that do the same thing unconditionally or better that its just not so good.

Darn it.
Any card illustrated by Chippy should be stronger than this.

For Two or BlueTwo or BlueTwo or Blue, this could and should be better.

well, it is alright. I mean, you choose the cards you get in hand.

This card is perfectly fine manawise - it just should have been an instant :/

If you can consistently fulfill the condition on the card it is pretty solid, kind of a Fact or Fiction without strings at sorcery speed for three or four mana. Without the condition it is an overcosted-ponder type effect.
The right deck for this exists, its a fairly average card in terms of solidity. Consider for multiplayer, where you get opponents who will have no creatures at times.

Multiplayer will make this less reliable, not more, since it only takes one player with a lot of creatures to screw it up.

Wotc is scared of printing blue draw spells as instants.

Okay, fae, "Hire chippy to paint the art for us" was perfectly good advice to give to Wizards, and we're happy they took that to heart, but next time also give them some decent card mechanics advice, ok?

It's lame this card is comparable, power-wise, to Divination, instead of Fact or Fiction, Gifts Ungiven, Impulse or some other cards that have seen play. Considering the cost is, at minimum, UUU, and it's a Sorcery, it should have done something far better :/.

I like this card, and it´s pretty under-rated, imo. To me it´s something like the blue answer to Beseech the Queen, and I don´t think it´s a bad answer, at all.

While Beseech the Queen is rather good to get your combos together, or to find a certain card, which could be very useful, atm, this card here, perhaps doesn´t give you much options, but it´s very good to get more cards in your hand. You just have to run a deck with many creatures in it, and where every card is pretty solid and useful everytime. Then, to be able to "draw" 2 cards from the top 5 of your library, and to even be able to put those rather unuseful cards at the bottom (I mostly put lands at the bottom, when I play this), for only 3 blue mana (or perhaps even 2 blue + 2 colorless, or whatever), this isn´t bad at all, imo.

Just like Beseech the Queen, I personally also find it very useful, if I go infinite colorless mana with my Oona EDH deck, which happens quite often, actually, but I also quite often still need enough colored mana, at this moment. This card is perfect for this. And "drawspells" which are colorless (or can be played as colorless), are rather pretty rare. That´s what makes this card unique, imo.

It´s also perfect if I get out my Maralen of the Mornsong + Mindlock Orb combo, since it´s not directly a drawspell, nor a tutor, but just a spell to put cards in your hand from the top.

It's a really good card. First off, it's a Fact or Fiction for any deck instead of Blue. Some decks like Green can throw down the 6 mana to cast this in a token build. Even mana cost reduction is good. For a pure blue, that uses Token support can make use of this card. Full control on what you can choose out of the five cards.

Card text: "If you control more creatures than any other player..." - Painfully ambiguous wording. Can be interpreted as good in multiplayer ("More creatures than any other player? Alright, Fred's another player, and I've got more than him") or terrible in multiplayer ("More creatures than any other player? I have to be the player with the most creatures, and if even Velma has more it doesn't work out? Bummer.")

The oracle text fixes this by changing it to "each other player", making it clear that's it bad in multiplayer.
