Can someone explain the meaning of X on this card? "Counter target spell with converted mana cost equal to X" ..I assume that to counter the spell (assuming the spell is, for example, a Grizzly Bears for 1 colorless and 1 green mana) that you would need to tap one blue and tap two more blue in place of the 1 colorless and 1 green?

The X is the converted cost of the target spell. In your case, Grizzly Bears is 1 Green, 1 Colorless, you would need to spend 2 colorless in addition of the blue mana to counter the spell.

It's to counter a spell, easily counters certain threats that have in their mana cost ( counts as 0, 'member?).

@Ashamed: Not while the spell is on the stack it doesn't.
Unless that's been changed while I wasn't looking.
