This card feels like it was made to counter the famous 0-cmc suspend cards from Time Spiral set, however it also deals quite nicely with the Pact cycle from Future Sight. Taking a broader view, this card also deals quite nicely with Lotus and the moxes.
Also works pretty well against 1-cmc spells, as countering a 1-cmc spell with this corresponds with having a Counterspell with a manacost of . That being said, this card obviously weakens the higher cmc your opponents' spells have, however the buyback ability can still make is a real pain to deal with later in the game (i.e. you're at 8 lands and your opponent topdecks a 4-cmc spell).

How can it be worse than Spell Blast? They are the same card, but this has Buyback...
Nice card, however... Not game breaking, unless you have a HUGE amount of mana, but nice... Worked very well with the Urza-tron! 3.5/5
Goes in pretty much any blue commander deck I make. Not game-breakingly powerful by any means, but I always hate stacking countermagic in my EDH Decks, and anything that can counter 3-4 or even more spot removals over the course of the game is incredible in the format.
Yes, it costs 6 to counter a Doom Blade with the buyback, which is by no means efficient, but the fact that you can do it again makes it well worth a slot.

Possibly the best counter in Urzatron-Blue.
1. Only requires 1 blue unlike many counters 2. Hard counter, unlike most counters that only require 1 blue. 3. Easily reusable with Urza lands and artifact mana.
EDIT: After a bit of testing, yeah this card is kinda nuts. I find it pretty easy to get a counter-lock that can only be broken by opponent's counterspells or uncounterable stuff.
