this card is worth less than half of what Personal Tutor costs to buy yet does almost the same thing except this can grab ANOTHER type of card....How is this possible considering this one is better?

consider the sets that they come from, perhaps collect-ability is the logic of price, I do agree that this is an amazing card

Probably because this card is banned/restricted and personal tutor is legal in Vintage and Legacy.
@Kirbster: It's the same thing as the Personal Tutor / Mystical Tutor debate. Wasteland and Personal Tutor are legal in both Legacy and Vintage; Strip Mine and Mystical Tutor are banned/ restricted. So the non-banned one is worth much more.

For one mana at the end of your opponents turn you get a guaranteed Miracle. She was good already but with Avacyn Restored she only got better.
